6. Appeals Subcommittee Update
   1. Recommendations (see “Deliberations” tab)
   2. Feedback from subcommittee members (Trey will present on behalf of the subcommittee)
      1. Received 5 of the appeals that were submitted
         1. For CAPS Peer Advisor proposal that it was accepted in terms of family related circumstances (Approved by SFAC)
         2. Arts Division it was denied on the basis that they mentioned it was there fault (Approved by SFAC)
         3. For the GSC; the subcommittee could not come to consensus based on information given
            1. Seems very complicated and like there could have been a procedural error on SFAC’s part (Trying to contact two graduate SFAC members)
            2. They see SFAC as an essential point of funding (this is a bit of a problem given that we have communicated to groups that SFAC is not permanent funding).
            3. They are very much trying to do something important with these programs and use SFAC as bridge funding

Motion to accept GSC proposals based on the appeal. Motion passes with the following caveat: Next year, GSC is required to attend an orientation workshop to have a complete application.

2. Measure 73 Updates

      1. Measure 73 enacted a series of increases to the student transit fee
      2. Have been able to increase transit levels and funding reserves to transform to zero emission busses
      3. Carry forward was $5.8 million
      4. Anticipated that it will be expensed in later 2025 to early 2026 due to infrastructure and busses
      5. All expenses are supported by the student transit fee
      6. 30 percent of total rides was provided via taps
      7. Wanting to optimize the resources to improve service
      8. EV busses
      9. Retirement and scrapping of older busses
      10. They have the designs of the EV busses and are designing wraps for said busses
      11. Progress is being made on an app to track busses in regards to the person's location
      12. Adding cameras for safety and training purposes
      13. Questions
          1. Q: TAPS has a program for students to get their CDL license; does TAPS pay for the training A:They developed a C class trainee program and learn via on campus buses, will train students and staff to get their CDL.
          2. Q: Mentioned that one of the grants was a long shot, why is that? A: Because there are a lot of people applying for it, and due to the political environment and uncertainty it might just disappear.
          3. Q: Is the grant award spaced over months or years? A: It is a one time thing
          4. Q: Is TAPS impacted by the campus budget situation? TAPS is fortunate because it is primarily funded by auxiliary funds and the referendum (TAPS is not centrally funded)
          5. Q: Are the current buses paid for and are any other buses being affected by tariffs? A: Yes they have been impacted due to both fires, tariffs, and different needs elsewhere in the country. Also the buses have not been paid for yet. No invoice until the buses are made and delivered. Mention as well that its a real concern
          6. Q: Dan explained that they will try to offer a new app and look for student input. How will students know that there is a new app and is doing a test launch? A: There is a story that was released in the newsletter that will be released to websites and physical bus stops. (in meeting placed a link to a interest form) Live Bus Tracking Beta Test
          7. Q: Last year they had mentioned they bought buses that came right out the factory and it would take 18 months, any updates? A: We are still in the 18 month period, there is hope that it will be here as soon as next year. Takes a long time
          8. Q: Did the proposed measure 73 referendum get approved last year? A: Not approved as of yet since it was not on the student ballot and did not come to fruition. Dan explains that he is very open to several aspects of the proposal and would welcome the opportunity to work with the authors again.
      14. Next week, we will debrief Dan’s presentation and develop our recommendations.
